Premier invites multinational companies to invest in China

Premier Li Keqiang said on June 7 that the Chinese government will take more measures to attract foreign investors, creating an equal, fair and transparent market environment for enterprises at home and abroad.

He made the remarks while meeting with chairmen and CEOs from Fortune 500 companies, such as German automobile maker Daimler AG, US sports company Nike, and Finnish telecommunication giant Nokia, at the fourth Global CEO Council Roundtable Summit.

Premier Li shared his views on the summit theme of opportunities and challenges for multinational corporations in China’s 13th Five-Year Plan (2016-20).

The momentum of the recovery of the world economy is weak, and growth in international trade is slowing down. Likewise, the Chinese economy is also facing a variety of difficulties and challenges, said the Premier, adding that hope and difficulties co-exist, but there is more hope than difficulties.

China’s economy is in the process of transformation and upgrading. The service sector and consumption are contributing more than half to economic growth, and the emerging consumption market including communications, healthcare, and sports has great potential, providing new opportunities for domestic and foreign investors.

The Premier further elaborated that the success of economic upgrading and transformation should rely on both reform of the system and the innovation of technology. “We should carry out an innovation-driven development strategy, and encourage people to start their own businesses,” he said. He also emphasized pushing forward the development of new economy, promoting new ideas and concepts to boost new industries, technologies and business mode.

Premier urges improvement of medical services

Premier Li Keqiang visited the Boao Lecheng International Medical Tourism Pilot Zone on March 25, 2016, in South China’s Hainan province, China’s first medical tourism center, and praised the new business model that combined medical care with vacation.

The government will make efforts to promote the development of medical services via Internet Plus, and improve health for all people living under the poverty line. The decision was made at the State Council executive meeting on June 8, presided over by Premier Li Keqiang.

On one hand, the government will build a big data platform across the country in the medical industry to better meet growing demands. Therefore, medical services, backed by high technology and new business models, will be greatly developed.

On the other hand, the State Council has deployed projects for providing better medical services for people living in poverty, especially in destitute areas. Therefore, health and medical services will be improved in all regions across China.

Development and application of health and medical data will benefit all people in China, no matter they are poor or rich, in rural or urban areas. New technologies such as big data can bring about huge “health dividend”, since they have the property of equality and sharing. What the government will do is to build a unified, authoritative, and open health information platform in order to nurture new business models and meet people’s demands across the country.

At the executive meeting on June 8, Premier Li Keqiang urges promoting online hospital appointment, sharing of the medical examination results, and direct settlement of expenses in places away from hometown. That is to say, the use of new technology will bring real benefits to people.

Improving medical services for impoverished people is a specific policy targeting vulnerable groups. Data shows that there are 7.9 million households in China being pushed below the poverty line because of diseases. In rural areas, 2 million people are suffering from serious illness and 7 million from chronic diseases. Disease is the biggest reason leading Chinese people to poverty.

Premier Li meets US Secretary of State and Treasury Secretary

Premier Li Keqiang met with United States Secretary of State John Kerry and Treasury Secretary Jacob Lew on June 7 in Beijing after they attended the Eighth Round of China-US Strategic and Economic Dialogues and the Seventh China-US High-Level Consultation on People-to-People Exchange.

“The relationship between China and US has moved forward through decades since the establishment of their diplomatic ties,” said Premier Li.

With exchanges and cooperation in different fields deepening, common interests between the two countries have far outweighed the differences. China is willing to keep high level communication and dialogue mechanism, to further promote the bilateral strategic mutual trust. Meanwhile, the two sides should also expand cooperation, promote cultural exchanges and manage difference to boost a healthy and stable development of the relationship. “It will not only benefit the people in two countries, but contribute to the world peace, stability and prosperity,” said Premier Li.

Premier Li said that China’s trade and economic ties with the US are increasingly close. Last year, both the bilateral trade volume and two-way investment stock hit record high, and China, for the first time, became the largest trading partner of the US. “We are willing to deepen the trade and economic cooperation with the US, and with a positive and pragmatic attitude, we hope we could reach a bilateral investment agreement in the principle of mutual benefit and win-win results”, said the Premier.

The Premier stressed that it is normal that some issues may arise, considering the cooperation of China and the US is large in volume and covers many fields. The key to solve these issues is to focus on the overall situation, properly handle economic and trade frictions.
