Summer session: Greek and Estonian Prime Ministers to address PACE
STRASBOURG, 20-24 JUNE,Addresses by Greek Prime Minister Alexis Tsipras and Estonian Prime Minister Taavi Rõivas are among the highlights of the summer session of the Parliamentary Assembly of the Council of Europe (PACE).
Topics for debate include the functioning of democratic institutions in Turkey, refugees at risk in Greece, violence against migrants, fighting the over-sexualisation of children, transparency and openness in European institutions, and promoting equality and putting an end to gender-based violence among women in the armed forces.
Estonian Foreign Minister and Committee of Ministers Chairperson Marina Kaljurand will present the activities of the Council of Europe’s ministerial body and answer questions from parliamentarians. Secretary General Thorbjørn Jagland will also take questions from PACE members.
The Assembly is due to elect a judge of the European Court of Human Rights in respect of the United Kingdom.
On the first day of the session, PACE President Pedro Agramunt will launch a Europe-wide iniative to encourage a response to terrorism founded on the twin themes of #NoHateNoFear.

Another highlight is Ageing and Health: A challenge to public health and social cohesion A strong need for common action, which will examine the challenges of rising health care costs as Europe’s population gets older. Keep Crime Out Of Sport’ Seminar: Recognising the problem, creating the trust
THE HAGUE, 20-21 JUNE,The Council of Europe will organise a seminar on ‘Recognising the problem, creating the trust’ under the EU/CoE Joint Project ‘Keep Crime out of Sport (KCOOS)’, which will reunite law enforcement and justice, ministries, betting operators and regulatory authorities, and sport movement representatives from Albania, Belgium, the Netherlands, Slovenia, Spain, Switzerland and the United Kingdom. The seminar will aim at facilitating working groups to build national platforms and strengthen trust between the actors involved in the field.

Regional South East Europe Summer Academy “Human Rights in Action” will aim at strengthening the capacity of school heads, teachers and representatives from NGOs and parents’ associations to implement and promote principles and practices of human rights education (HRE) and education for democratic citizenship (EDC) in their schools and local communities. This year’s theme will be « Building a culture of inclusiveness ».

On the World Refugee Day, the Council of Europe under its No Hate Speech Movement will organise the Action Day condemning hate speech targeting refugees. Online activities will include Facebook campaign against misconceptions about refugees. At the “Lieu d’Europe” in Strasbourg, local partners of the No Hate Speech Campaign will present their audio-visual materials. In Germany, a new initiative Develop Alternative Perspectives and a project involving journalists in exile will be launched. In Belgium, the No Hate Speech supporters will run a video campaign on challenges faced by migrants. In Luxembourg, the new campaign website www.nohatespeech.lu will be launched.

The European Court of Human Rights will deliver a Grand Chamber judgment in the case of Al-Dulimi and Montana Management Inc. v. Switzerland at a public hearing (4.00 p.m.).
The case concerns the freezing of the assets in Switzerland of Mr Al-Dulimi and the company Montana Management Inc. pursuant to UN Security Council Resolution 1483 (2003) which provided for sanctions against the former Iraqi regime.

A delegation from the Congress of Local and Regional Authorities will carry out a monitoring visit to Iceland. The delegation will examine the situation on local democracy in the light of the provisions of the European Charter of Local Self-Government, ratified by the country in 1991. The delegation will focus on the developments in the field of local democracy since the last Congress monitoring visit in 2009 which led to the adoption of Recommendation 283 (2010).

The European Court of Human Rights will hold a Grand Chamber hearing in the case of Khlaifia and Others v. Italy (9.15 a.m.).
The case concerns the detention in a reception centre on Lampedusa and subsequently on ships moored in Palermo harbour, as well as the return to Tunisia, of clandestine migrants who had landed on the Italian coast in 2011 during the events linked to the “Arab Spring”.
