July 31, 2017 Release date for 2017 SF-86 changed

The release of the 2017 SF 86, Questionnaire for National Security Positions, has been postponed until late August (date TBD). Until the updated form is released, people are asked to continue using the 2010 version of the SF-86.

July 27, 2017 NISP Psychological Evaluation Process enhancements

Prior to the DoD Consolidated Adjudications Facility (CAF) consolidation, psychiatric consultation services for designated contractor personnel were provided and funded through the Defense Office of Hearings and Appeals (DOHA); however, that process has since changed and the DoD CAF is now responsible for arranging medical evaluations when a potential security concern has been identified. To fulfill this mission, the DoD CAF has contracted a company to provide qualified psychologists/psychiatrists to conduct medical evaluations in support of DoD/NISP requirements. (more)

July 27, 2017 2017 SF-86 will replace previous versions of the form on July 30, 2017

Several linguistic changes have been made throughout the SF-86, Questionnaire for National Security Positions, to clarify specific questions, but overall the form remains much the same. Throughout the form – additional marital status types, to include legally recognized civil union and legally recognized domestic partnership have been added, as well as the ability to identify and provide information on derivative citizenship. (more)

July 27, 2017 Knowledge Center PCL inquiries closed July 28, 2017

Personnel Security (PCL) inquiries (option #2) to include e-QIP authentication resets of the DSS Knowledge Center will be closed on Friday, July 28, 2017, for the purpose of conducting internal training to deliver the highest quality customer service to Industry and Government callers. Normal operations for PCL and e-QIP inquiries will resume on Monday, July 31, 2017. Reminder, the PCL portion of the DSS Knowledge Center typically closes on the last Friday each month.

June 29, 2017 ISL 2016-02 has been revised to incorporate administrative changes regarding insider threat course designators and links to those courses. The link e-FCL has also been updated. Changes are indicated in red font. Click here for the revised ISL.

June 22, 2017 2017 Cogswell Awards Announced

The Defense Security Service (DSS) is pleased to announce the winners of the 2017 James S. Cogswell Outstanding Industrial Security Achievement Award. Thirty-six facilities were selected for the award, presented today at the annual NCMS training seminar, in Anaheim, Calif. The entire list of winners can be seen here.

07/17/17 STEPP Availability and other .MIL and .GOV Web Sites

Impact: Due to recent ePO/GPO pushes to maximize efficiency through the web gateway some users may have limited access to STEPP and .MIL and .GOV Web Sites. DSS OCIO is aware of this problem and is taking steps to resolve full functionality as soon as possible.

04/27/17 ATTENTION e-FCL USERS: e-FCL system updated with revised SF 328

On April 5, 2017, DSS announced that the SF 328, “Certificate Pertaining to Foreign Interests,” supporting the National Industrial Security Program was revised with a new issuance date of March 2017, under OMB Control Number 0704-0194.

In the e-FCL system, the previous version of the SF 328 remains available to complete via digital form. Contractors should:

  1. Continue completing the digital form in e-FCL as the questions on the form have not changed, and
  2. Complete and upload a signed copy of the revised SF 328 as part of the Initial or Change Condition Package.

Note: The print button for the digital form has been temporarily disabled.

A link to the revised SF 328 will be available in the system in the coming weeks. In June 2017, the e-FCL’s digital SF 328 will be updated to the revised version, and the print button will be re-enabled.
