MApN press release: Measures of re-orgnization of the Ministry of National Defence, adopted in the meeting of the Government

The Romanian Government adopted at its meeting on Thursday, 14 May, the Emergency Ordinance for the Amendment and Completion of Law No. 346/2006 on the organisation and functioning of the Ministry of National Defence.

By this normative act, some structures within the MApN have been reorganized or re-subordinated, mainly in the areas of endowment, management of educational institutions and units in the Ministry of National Defence’s own health network, in order to streamline the work and develop a coherent and met response to the challenges of the security environment, including in the unconventional, hybrid spectrum and to provide the necessary support for crisis and emergency management.

Thus, the Medical Directorate, which will subordinate the health units of the MApN, including the National Institute of Medical-Military Research and Development “Cantacuzino”, has been placed under the command of the Defence Staff (SMAp). This decision will enable the unitary leadership and operationalization of the health structures and the efficient realization of the medical act both for the structure of the army’s forces, as well as for supporting central and local authorities, ensuring an adequate logistical flow and the supply of medical equipment and materials.

Also under the SMAp were a number of military institutions of higher education – the National Defence University “Carol I” and the Military Technical Academy “Ferdinand I” – with the maintenance of university autonomy, which will allow the creation of a coherent framework of military education, centered on the needs of the military institution and correlated with the national education system, which is necessary for the effective coordination of the education and training system and for the achievement of a unified and integrated management of all educational processes.

Another amendment made by the Emergency Ordinance is the transformation of the Department of Armaments into the Directorate-General of the MApN, which will result in a reduction in red tape and reaction time in order to make purchases of techniques, equipment and technology that can be made available to the national defence industry and their integration for the production of national products at competitive prices.

These amendments were made to Law 346/2006 following an analysis at the mApN level on the participation of military structures in the implementation and application of measures taken during the state of emergency.
