A second attempt to allow citizens to evacuate besieged Mariupol has failed after reports the ceasefire had been broken for a second consecutive day, the International Committee of the Red Cross said. The city council said continued Russian shelling made the safe evacuation of civilians impossible, with the city now in its fifth day without water, power or sanitation.
