#Europol: Fighting International Fugitives

High-risk individual criminals pose some of the biggest threats to Europe’s security. Three leaders of the Kinahan Cartel, a dangerous transnational criminal organisation, were designated as High Value Targets by Europol, with the United States Department of State putting out a reward for their arrest.

Finding these dangerous fugitives requires a global operation, as these criminals are connected and collaborate internationally. The key facilitators or leaders of such organisations can be part of many illicit schemes at the same time – meaning the arrest of one High Value Target can bring multiple criminal operations down.
