Among them are Albania, Moldova, Ukraine and Montenegro.
Georgia is considered only a nominal candidate, as the country made a serious shift away from democracy after 2024.
The European Commission is ready to open all negotiation chapters on Ukraine’s and Moldova’s EU accession.
This means Brussels considers their progress sufficient to launch a full integration process.
The main barrier is Hungary and Slovakia, where pro-Russian leaders Orbán and Fico are in power.
They are blocking EU expansion decisions.
Brussels is discussing two options: abandoning the unanimity principle or temporarily stripping such countries of voting rights on sensitive issues.
The European Commission proposes introducing a “probation period” for new EU members to avoid creating more “Orbáns.”
The Commission expects that substantive accession talks with Ukraine will begin before the end of this year. It is reported that Ukraine’s and Moldova’s goals to join the EU by 2028 are ambitious but achievable.
