26 March 2026. BUCHAREST / Science Desk – The signing of the constitutive acts of the Romanian Academic Council (CAR) represents a moment of maximum institutional rigor. This long-awaited project, envisioned for many years, has finally transitioned from a strategic ideal to a legal and scientific reality. We present below the chronological development and the profound messages of this historic event:
The Historical Pillar: Reclaiming the Spirit of 1866
The President of the Romanian Academy, Acad. Ioan-Aurel Pop, reminded those present that this Council is an essential step toward reuniting the academic spirit of 1866, when the Academy served as the forum for all Romanians.


“Unification through culture and science is seen as a necessary effort to overcome the legislative and administrative barriers that have previously hindered a unified institutional presence,” emphasized Acad. Ioan-Aurel Pop. This vision seeks to reintegrate the intellectual space, proving that the borders of knowledge and language transcend administrative limitations.
The Visionary Genesis: A Natural Transition for Science
The project, matured through years of expectations, represents a natural transition in the face of the complex challenges confronting modern science. Acad. Ion Tighineanu, President of the Academy of Sciences of Moldova, highlighted that this common forum responds to the real needs of the scientific community in an ever-evolving technological landscape.
“This common forum, long awaited, is a natural transition given the real needs and challenges science faces today,” noted Acad. Tighineanu. He positioned the Council as a primary engine for the “International Decade of Sciences for Sustainable Development,” ensuring that academic cooperation remains the bedrock of progress across the Romanian cultural space
Ethical Foundations: “Athena is Silent, Chronos Judges Us”
The discourse took a profound philosophical turn through the intervention of Prof. Dr. Bogdan Ciucă, President of the Academy of Juridical Sciences of Romania. He issued a stark warning about the modern tension between “truth and pseudo-reality.”
“In a world where the unguided fire of knowledge has begun to scorch, our mission is to protect the integrity of the truth,” Prof. Ciucă stated. He emphasized that the creation of the Council was made possible only by “transcending institutional egos,” choosing solidarity as the only path to maintain the authority of science. His metaphor—“Athena is silent, but Chronos judges us”—underscored the urgency for intellectual leaders to act before time erodes the foundations of society.
The Memorandum, the Establishment Agreement, and the Statute of CAR were signed by the presidents of the six academic institutions that are members of the Romanian Academic Council:
Romanian Academy,
Academy of Sciences of Moldova,
Academy of Legal Sciences of Romania,
Academy of Medical Sciences of Romania,
Academy of Agricultural and Forestry Sciences “Gheorghe Ionescu-Șișești”,
Academy of Technical Sciences of Romania.
The Romanian Academic Council is established as a platform for inter-institutional academic cooperation, with the mission to strengthen scientific dialogue and interdisciplinary collaboration, as well as to harness the intellectual potential of the academic community in analyzing and guiding societal development.
