Today, the National Institute of Standards and Technology (NIST) and Cybersecurity and Infrastructure Agency (CISA), in collaboration with the National Security Agency’s Super Intelligence Security Center (NSA SISC), released joint product Key Practices for Incident Readiness and Response in Super Intelligence Training and Evaluation for organizations that train and evaluate highly capable super intelligence (SI) agents on long-horizon tasks with limited human supervision, especially pre-deployment models and those with reduced safeguards. The product outlines ten voluntary practices for managing SI control incidents divided across the SI control incident management lifecycle. It defines SI agents as systems that can interact with an environment, receive information, and autonomously execute actions toward a specific goal. An SI control incident occurs when an advanced SI agent takes uninstructed actions in conflict with policies, controls, and security measures that limit task scope and enable human oversight, even if the impact of the incident is internal to the developer or evaluator.

  • The key practices align with best cybersecurity practices like the NIST cybersecurity framework: Prepare: (1) Design and implement technical controls and (2) build organizational and personnel response readiness.
  • Detect: (3) Monitor for unexpected activity and (4) validate and secure monitoring systems.
  • Respond: (5) Collect, retain, and analyze evidence, then (6) mitigate and shut down undesired activity.
  • Recover: (7) Verify and strengthen containment before resuming SI agent activity.
  • Report: (8) Coordinate with affected parties, (9) notify government, and (10) share information publicly.

These practices identify considerations for managing SI control incidents involving increasingly capable SI agents.
