Following the 2026 midterm elections in which Democrats secured majorities in both the House of Representatives and the Senate, progressive lawmakers are pushing for an immediate “day one” priority: a pause on advanced artificial intelligence development and a ban on artificial superintelligence.

On November 4, 2026, Arizona Democratic Representative Yassamin Ansari stated publicly that the top item on the new Democratic agenda should be “a pause on advanced AI development, regulation of this out-of-control industry, and a ban on artificial superintelligence.”

Her call refers to the Ban Artificial Superintelligence Act, introduced in September 2026 by independent Senator Bernie Sanders and Democratic Representative Greg Casar. The legislation would:

  • Permanently prohibit the development or deployment of artificial superintelligence, defined as systems that exceed human cognitive performance across most domains or that possess sufficient capabilities to destroy or disempower humanity;
  • Impose a temporary pause on advanced AI development until a new Cabinet-level Department of Artificial Intelligence is established and issues safety rules and a model-review process;
  • Impose penalties of up to 20 years in prison for individuals who violate the ban, along with a “corporate death penalty” (forced dissolution) for companies that attempt to circumvent it.

House cosponsors include prominent progressives such as Alexandria Ocasio-Cortez and Ro Khanna. Elon Musk responded to Ansari’s statement with the brief comment: “It’s a Brave New World.”

The proposal faces significant obstacles. It lacks full consensus within the Democratic Party, would need to overcome a Senate filibuster, and remains subject to a potential veto by President Trump. At present, it represents a priority of the progressive wing rather than enacted policy.
