Publication of the 2014 Annual Penal Statistics
The Council of Europe will publish its 2014 Annual Penal Statistics, which include a survey on prison populations in Europe (SPACE I) and a survey on alternatives to pre-trial detention and on community sanctions and measures (SPACE II). Conducted for the Council of Europe by the Institute of Criminology and Criminal Law of the University of Lausanne, the reports contain information from 50 prison administrations and 45 probation agencies. The statistics will be presented at a media briefing at the Council of Europe office in Brussels from 10am on Tuesday 8 March.

PACE Political Affairs Committee meeting
PACE Political Affairs Committee will hold a discussion on The state of democracy and the rule of law in Poland, with the Undersecretary of State for Legal and Treaty Affairs and Human Rights; a Senator from the Civic Platform; a member of the Ordo Iuris Institute for Legal Culture; a member of the Helsinki Foundation for Human Rights; the Vice-Chairperson of the Association of the Polish Journalists; and the Chief Editor of Gazeta Wyborcza.
The committee members will also have an exchange of views on corruption as governance regime, and they will consider an information note by the rapporteur Michele Nicoletti on this issue, following his recent visit to Ukraine. The committee is also due to adopt the report by Jordi Xuclà on the evaluation of the partnership for democracy in respect of the Palestinian National Council.
Deputy Secretary General Gabriella Battaini-Dragoni will attend the meeting.

Plenary Session of the Venice Commission
The Venice Commission will hold its 106th Plenary Session. Opinions expected to be adopted analyse issues such as the controversial amendments to the law on the Constitutional Tribunal of Poland; amendments to the French Constitution on the state of emergency and on the deprivation of nationality; amendments to the law on the Constitutional Court of the Russian Federation that concern ECtHR judgments that can be declared inapplicable by the Constitutional Court; and provisions of the Penal Code of Turkey, including articles on hate speech, on insults to the President, on insults to the Turkish nation and some state bodies, on membership in an armed organisation; draft constitutional amendments on the judiciary of Albania.
All Venice Commission opinions will be made public following their adoption.

PACE Committee on Legal Affairs and Human Rights will organise a hearing on the crash of the Polish Air Force Tu-154 transporting the Polish delegation on 10 April 2010 on the Russian Federation’s territory. The agenda includes a second hearing on the administrative detention. The members of the committee are also due to adopt reports on transparency and openness in European institutions, and on human rights violations during peaceful protests.

On the occasion of the European Action Day countering Sexist Hate Speech, organised under the Council of Europe’s campaign No Hate Speech Movement, a number of online and offline activities will be conducted across Europe by the campaign partners, including educational exercises to understand the roots and causes of sexist hate speech.

At its next meeting (in camera), the PACE Monitoring Committee will organise a hearing on the recent developments in southeast Turkey and the resumption of the peace process with the participation of the members of the Turkish delegation, a leader of the pro-Kurdish HDP party and a representative of Amnesty international. The committee members will also consider an information note by Jordi Xuclà and Axel Fischer, co-rapporteurs for the monitoring of Ukraine, following their recent fact-finding visit to Kyiv.

The PACE Committee on Equality and Non-discrimination is due to adopt reports on the impact of measures to improve women’s political representation and on the fight against antisemitism in Europe. It will organise a hearing on “Women and radicalisation leading to terrorism”, with the testimony of Véronique Roy, mother of a young man who converted, became radicalised to make the Jihad and died in Syria. The Parliamentary Network Women Free from Violence will also hold an exchange of views with the President of the Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO), and members of GREVIO.
