Congress Session: ethics, transparency and intercultural dialogue
Strasbourg, 22-24 March 2016,Debates on ethics and transparency at local and regional levels and the transparency of public procurement are among the topics on the agenda of the session of the Congress of Local and Regional Authorities.
Against the background of the current crisis, the Congress will examine the integration of migrants at local level with Thorsten Klute, Secretary of State, Ministry of Labour, Integration and Social Affairs of North Rhine Westphalia (Germany), Mustafa Dündar, Mayor of Osmangazi district, Bursa (Turkey), and Gabriele C Klug, Deputy Mayor of Cologne (Germany), while also addressing the issue of “Internally displaced persons: the hidden face of the refugee crisis”.
The agenda includes two other thematic debates, on local authorities’ role in fighting human trafficking and on the challenges of creating intercultural societies at local level.
As part of its monitoring of the implementation of the European Charter of Local Self-Government, the Congress will also consider reports on the situation of local and regional democracy in France and the Slovak Republic in the presence of the ministers concerned, and will hold a debate on post-monitoring dialogue, in particular in Armenia, Georgia and Ukraine.
Other highlights include addresses by the President of the Committee of the Regions and by Lilyana Pavlova, Minister for Regional Development and Public Works of Bulgaria, on behalf of the Chairmanship of the Committee of Ministers.

On the International Day for the Elimination of Racial Discrimination, the Council of Europe’s anti-racism commission (ECRI) will publish a new set of policy recommendations to member States on preventing and combating hate speech, supporting those targeted by it, and addressing its consequences. Since 2013, ECRI has been specifically focusing on the use of hate speech against vulnerable groups in its monitoring work.

The PACE Committee on Migration, Refugees and Displaced Persons will hold an exchange of views with the Georgian authorities and a hearing on migration challenges in the South Caucasus and the region. The committee members will visit the Administrative Boundary Line (ABL) and the IDP’s settlement of Tserovani. They are also due to adopt several reports on: the situation in the Western Balkans regarding human rights of refugees and migrants; the European response to the Syrian refugees crisis; the humanitarian concerns with regard to captured people during the war in Ukraine; and violence against migrants.

The European Court of Human Rights will deliver a Grand Chamber judgment in the case of Blokhin v. Russia at a public hearing (2.30 p.m.).
The case concerns the detention for 30 days of a 12-year old boy, who was suffering from attention-deficit hyperactivity disorder, in a juvenile temporary detention centre.

The European Court of Human Rights will deliver a Grand Chamber judgment in the case of F.G. v. Sweden at a public hearing (3.00 p.m.).
The case concerns the refusal of asylum to an Iranian national who alleges that, if expelled to Iran, he would be at a real risk of being persecuted and punished or sentenced to death.
