Federica Mogherini, Head of the Agency
Federica Mogherini is the Head of the European Defence Agency, in her role as High Representative of the Union for Foreign Affairs & Security Policy/Vice-President of the European Commission. Appointed in November 2014, she leads the Agency’s Steering Board.
Federica Mogherini leads the European External Action Service (EEAS) and chairs meetings of EU foreign ministers.
Federica Mogherini had been appointed in February 2014 as Minister for Foreign Affairs and International Cooperation by Italian Prime Minister Matteo Renzi. A member of the Democratic Party, she was first elected to the Chamber of Deputies in 2008, then re-elected in 2013.
There she was a member and Secretary of Committee 4 – dedicated to defence issues – and also a member of the Italian delegation to the Parliamentary Assembly of the Council of Europe and of Committee 3 on Foreign Affairs.
On 1 August 2013 she was elected Chair of the Italian Delegation to the Parliamentary Assembly of NATO. She also coordinated the Inter-Parliamentary Group for Development Cooperation.
Federica Mogherini is also a member of the Institute for Foreign Affairs (IAI), the Council for the United States and Italy and a fellow of the German Marshall Fund of the United States.
She is involved with the Council of the European Leadership Network for Multilateral Nuclear Disarmament and Non-Proliferation (ELN) and of the Group of Eminent Persons (GEM) of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO).
Jorge Domecq, Chief Executive
On 9 January 2015, the High Representative / Vice President and Head of the European Defence Agency (EDA) Federica Mogherini appointed Jorge Domecq as EDA Chief Executive. He took up his function on 01 February 2015. In spring 2017, following a proposal by Mrs Mogherini, EDA Member States decided unanimously to extend his initial three year mandate up to 1 February 2020.
Prior to his appointment, Jorge Domecq, a senior Spanish diplomat, served as Ambassador Permanent Representative of Spain to the Organisation for Security and Cooperation in Europe (OSCE) and as Ambassador of Spain to the Republic of the Philippines.
Since the start of his diplomatic career in 1985, Jorge Domecq has held several positions with the Spanish Ministry of Foreign Affairs where he acted as Director General for United Nations, Global Affairs and Human Rights, as well as Director General for Multilateral Affairs. Prior to that, he also acted as Director of the Private Office of the NATO Secretary General and as Diplomatic Adviser to the Spanish Minister of Defence.
“The diplomatic experience of Jorge Domecq as well as his knowledge of the European security and defence environment make him highly suitable for this position. He will help steer the European Defence Agency ahead of the June 2015 European Council and make an important contribution to the many challenges faced by Member States in the field of defence cooperation”, Federica Mogherini said.
Mission: The European Defence Agency was established under a Joint Action of the Council of Ministers on 12 July, 2004, “to support the Member States and the Council in their effort to improve European defence capabilities in the field of crisis management and to sustain the European Security and Defence Policy as it stands now and develops in the future”.
