The electronic identity card will be able to be issued in Bucharest by the end of the year, and in the

rest of the country by the end of January, given that by July 2026 we must have 5 million cards in circulation,

said Aurel Cătălin Giulescu, Director General of the General Directorate for Persons Records, during the conference

organized by ALB Romania, at the NBR headquarters

“We have an extraordinary team. The electronic identity card is now in a small blockage, but 99% believe that this year we

will have the electronic card in Bucharest. I have a fantastic team of IT people.

The electronic identity card will be live, with 5-6 weeks of lockdown.

Probably at the end of January it will be all over the country. We must have 5 million books in circulation by July 2026.”

Aurel Cătălin Giulescu added that the product is scalable, with a high level of security and that allows the citizen

to interact remotely, without being present at the counter.

“The Digital Civil Status involved an IT system of 38 mln. euro, which works. I had to convince several thousand civil status officers, mayors,

presidents of county councils, who were afraid that they would be kicked out.

I have another CJ president who does not want to connect to the system. It’s a fantastic system and I think from January 2025 we’ll talk more about it.”

We need people to validate the digital documents issued. The municipalities have huge archives. People are needed, otherwise there will be blockages.

We have 78 million civil status documents already uploaded to the system and we want to upload another million by the end of this year.

In the ’50s, for example, someone decided to remove the letter K from the name and replace it with C. This is how we see how different names evolved;

There are many changes that we will have to make in the next 5 years. We still have identity cards in which the USSR appears at the place of birth.

We will no longer have the place of birth in the electronic book, but we will provide it by computer means and we will register it in the CIP.

We also have a civil status website, managed by a single person. I sign 1,000 documents every day to courts that do not want an electronic signature.

I have news for the banking system. After December 1, we will test a new infrastructure, which will increase the processing capacity by

100 times, and in January-February we will connect the banks.

Cybersecurity is very important. We are in a war in this area. The financial-banking system must be ready so that in March-April we will already have technical tests.

We are also preparing a pilot project for a UAT, where we will onboard all medical entities.
We want a complete interaction and connection at the level of the public administration, but also of the private entities that provide services for the citizen.
